Correction for Snyke -- Since we are talking Web Safe colors here, the possible combinations for R, G or B are:

00, 33, 66, 99,  CC, or FF

Where X, Y and Z have the values {0,1,2,3,4,5,6,7,8,9,A,B,C,D,E,F}

R, G and B are therefore {00,11,22,33,44,55,66,77,88,99,AA,BB,CC,DD,EE,FF}
