 Error Codes for an application on a website

I have a problem when setting up a website. I would like to put an application form on to the website for my mother who is wanting to post her jewelry online. There's a question on there that ask that you understand the terms and conditions. If the person does not select that they accept the terms I would like an ERROR message to inform them they will have to accept the terms and conditions before proceeding? What can I search or how may I find the information?? I keep coming to a dead end.. =(
