 Using mod_rewrite to mask my IP

I have a dynamic IP adress and I have been using no-ip.com so my website will follow my IP. Once no-ip redirects the user too my site I then see all my pages listed with my IP adress (http://24.24.24.24). I want to be able to rewrite my site URL to say http://weigand.hopto.org. My IP will change so I have to take into account I have to rewrite for any IP too equal http://weigand.hopto.org

And when I rewrite a url with mod_rewrite dose it rewrite the whole URL or can I change my IP into my site name without affecting the rest of the pages I'm looking at in sub directories Question
