I assume none of the links are supposed to be working? 
The design is OK, although the red on blue is a little hard on the eyes. Only a slight change is needed, but it would really help. Also you really need a logo  . |

the new logo looks very nice!
One thing though, the links on the right don't really highlight enough for me to notice. I can just about see the colour change.
I find IE a major pain to cater for 100% too. I was a hardcore IE user but switched to Mozilla yesterday. I think I prefer Mozilla... |

hmm....the links should change from a shade of orange to a shade of red, not exactly similar...what colours are you getting? |

I can see the colour change, but perhaps that blue background is making it less noticeable?  Would text-decoration: underline ruin your design? |
