It's possible your host has file upload off. But don't panick, phpBB isn't the only way to do it. First of all, try uploading it using phpMyAdmin (if it's a large backup, you may have to split it into several smaller files). Otherwise, you can download some software like MySQLFront, SQLyog or MySQLyog, and paste the file's contents in the query field, and run it.

You can go different ways:
  • Split your file into smaller files. It might take a while if it's a really big file though.
  • Access your server using telnet or SSH and upload the file that way. Then run MySQL via the command line.
  • Download one of the programs I suggested. This seems like the easiest to me.

I would go with the 3rd option, I used MySQL Front to restore a phpBB DB.
After struggling for some time trying to feed phpmyadmin with sections of the file and having it constantly hanging and timing out.
With MySQL Front, although it took some time to process the whole file, it was happy to just sit and crunch through it with no problems. Smile
