I signed up to Hosternet.co.uk , so far so good. A years hosting plus '.co.uk' domain name for about £18

It has PHP, CGI support as well as self installing scripts. The webspace isn't huge (10MB I think) but that is more than enough for my site. You can buy more space anyway.

Technical support replied within 24hrs through email.

Actually they allow 50MB of filespace, as well as PHP, CGI, Frontpage Extensions and 10 pop3 mailboxes.

Servers are quick too.
