 question about language's

I have some chinese clients on my server. They say that when they access the pages they put up it does not show properly. Do I need to get a system font for that?

Also when I tried to make a chinese version of my site it looks like the right font in frontpage but when I access the page via my url it looks like a bunch of messed up fonts.

Any ideas on what's going on?

I'm using windows XP running apache and all that other stuff.
